The following names cannot be approved: a name that is similar or identical to an existing company, a name that is known to exist elsewhere, a name that in the opinion of the Registrar is undesirable or offensive, a name that implies illegal activities or implies Government patronage. Incorporation: Any person or company, of any nationality, may acquire or incorporate a Uruguayan SA. One needs to pick a company name and decide who the director will be, and a company is activated instantly. There are two ways to own an SA: by incorporating a new one, or by acquiring a “dormant” one that has already been incorporated. The latter is the most common method, since SAs that are pre-incorporated have by-laws with a broad spectrum of permitted activities that allow practically any kind of profit or non-profit activity. It is also practical to buy an already incorporated company due to the comparatively long procedure of the incorporation of a new company. At a press conference this morning the EU High Representative for Foreign Affairs and Security Policy Catherine Ashton announced a pledge of 1.2 billion Euros from EU members, towards the medium term plan and spoke of the importance of working towards developing a secure economic future for the people of Haiti, and being able to provide the everyday miracle of a normal life. Participants representing more than 130 nations, non-governmental organizations (NGOs) and other groups arrived for the event quickly filling the main auditorium and spilling into a nearby room, which also filled to capacity. Responding to a question about Haitis history of corruption, World Bank President Robert Zoellick told reporters gathered outside that in order to manage risk, the money must be pooled through one channel and the highest standard fiduciary controls must be put in place. For his part, International Monetary Fund (IMF) Managing Director Dominique Strauss-Kahn voiced optimism that the country will see growth averaging eight per cent annually for the next five years. He told reporters that he was prepared to go to the board of the IMF with a proposal to make it possible to organize the cancellation of this 271 million owed by Haiti to the Fund. Former United States President and United Nations special envoy to Haiti Bill Clinton said that this was a pretty momentous day for us, noting that the conference included not only governments but civil society as well. The Secretary-General held meetings with foreign ministers Katsuya Okada of Japan, Luis Almagro of Uruguay and Beverley J. Oda of Canada among other dignataries. The 12 January quake struck close to the capital, Port-au-Prince, and resulted in the deaths of more than 200,000 people. It also left one third of the countrys 9 million people in need of aid.
